Money Making

Chatroulette found itself with a surplus of naked men, so founder Andrey Ternovskiy figured out how to get rid of them while turning a profit.

TechCrunch crunched the numbers and found that 89% of Chatroulette users are male, and 1 in 8 chats on the site contain material that would be at least rated R (read: naked people). That might account for the site's sharp drop in traffic. 18 year old founder Andrey Ternovskiy turned naked men into money, telling Fast Company, "Everyday, about 50,000 new men are trying to get naked. What we're doing is selling the naked men to a couple of websites."

Here's how it works. Users on Chatroulette can now control the content they receive by flagging chat partners as displaying inappropriate content. Once a user receives a certain amount of flags, they're banned from the site for forty minutes. Instead of just kicking the offending user off the site, Chatroulette redirects them to an adult website; the adult site, in turn, pays Chatroulette for the referral.

When Chatroulette first came on the scene, Ternovskiy was besieged with offers to buy the innovative site, and turned them all down. The offers dropped off with the drop in traffic, but the content control system has already yielded positive results. The rerouting of naked men has also made Chatroulette about $100,000 a month.

The people must be helped to think naturally about money. They must be told what it is, and what makes it money, and what are the possible tricks of the present system which put nations and peoples under control of the few.

- Henry Ford

U.S. investors should welcome, not fear, climbing commodity prices.  The increases are "largely a reflection of the fact that the pace of economic growth, particularly in the U.S., has picked up," said Nariman Behravesh, chief economist at consultants IHS in Lexington, Massachusetts, and a former Federal Reserve official who has been covering the global economy for more than 35 years. "It's not something to be worried about."

- Bloomberg article from yesterday

Why Fiat Money is Immoral

Today’s email is going to be a little different.  A couple of weeks ago a friend of mine from NYC who is not in the business but is on my weekly email distribution list asked me to explain fiat money and why I think it is the wrong way to go.  Below I am going to paste my response to her.  There is so much disinformation out there about money it is scary.  Sadly, the strategist at my former employer added to this several weeks ago.  He wrote:  “Gold, which is effectively just another fiat currency.”

Clearly he failed to look up the definition of fiat currency.

Fiat money is money that has value only because of government regulation or law.

Definition of Fiat:  An authoritative or often arbitrary official order or decree.  THIS DOES NOT EXIST TO GOLD AS MONEY TODAY AT ALL.

Gold is not money under “fiat” in any country at the moment.  Rather the market is making gold as money today which is the OPPOSITE of fiat money.

With that off my chest, here is the response to my friend…

Ok, so let’s do a brief thought exercise on why I believe commodity money is preferable to fiat money.  When you have fiat money, a government, or in the case of the United States today, a banking cartel (the Federal Reserve), is granted exclusive authority to create the nation’s money.  Laws are used to enforce the use of this money otherwise people probably wouldn’t use it.  Under a commodity money system, where let’s say the U.S. issues dollars but those dollars are backed or convertible to a commodity (in many cases gold but it can be other things) there is a limit to the amount the government or banking cartel can print or issue and this is in relation to the amount of the commodity that exists or is available to the government or central bank.  The current propaganda that is rife throughout economics textbooks and the like tell is the notion that commodity money is bad since it stifles human innovation in relation to the amount of gold or whatever commodity used.  They say this is bad and that there should be no “limit” on money creation based on something as arbitrary as a commodity and that this is bad for growth.  This is complete nonsense and is used to keep people in the current fiat system where money power is exercised most egregiously by the few against the many.  The reason they defend the current system is simple.  With the power to create unlimited currency at will (via the Federal Reserve) you possess total and absolute power over almost EVERYTHING in the economy and society at large.  The Fed not only creates the money but they distribute it where they want.  In QE1 and QE2  they decided to buy specific assets.  In the case of QE1 where they bought toxic assets, this was just another bailout of the banks and others that made poor investment decisions.  Did the money go to build new schools?  No.  Did the money go to build high speed trains as is done in China?  No.  Did it go to building out massive alternative energy infrastructure?  No.  It went to save the banks because at the end of the day the Fed exists as a backstop to the banks and it is to the banks that the Fed answers to at the end of the day.  It is a brilliant scam that 95% of Americans do not comprehend.  So in this case all of the money is going to the banks (which destroyed the global economy in the first place) and other players in the financial world.  Remember, the banks ARE the Fed and the Fed creates the money.  Gate keepers at the Federal Reserve and academia make understanding economics, the Fed and money seem so “complex” but the scam is really VERY simple.

I am not saying that I necessarily back the classic gold standard but it is much more of a moral and genuine capitalistic system than what we have today.  One of the arguments against the gold standard is that the rich have all the gold anyway and they will still have the power.  Ok, well let’s suppose this is true.  Under a gold standard they would need to mobilize this gold to exercise their power and influence and pay people off to do their bidding.  This has a real cost to them.  Gold will be spent.  At some point they will choose not to spend it on this or that and ultimately they will lose their power/money by spending too much gold.  They can’t just create more out of thin air to exercise unlimited money power on the populace.

This is in complete contrast to how things work today.  With the dollar they can create more and more everyday and buy people off without ANY cost in the short term (until the dollar itself collapses).  This is why the most dangerous thing that can happen would be a global fiat currency to replace the U.S. dollar.   They could start over in their never ending system of money power with a new currency that can be printed at will and used to buy up the world and all its resources at no cost to them.  The end result would be slavery for the masses of humanity.  The global monetary system as it stands is one of the most immoral social structures ever created by man.  Most of us in America do not understand this since we have been the beneficiaries of it up until now.  We are like the feudal lords in pre-revolutionary that couldn’t see the world beyond their favored social status until they lost their heads.  The system as it stands has led extreme exploitation and corruption, not true capitalism.  If we continue on this path the next stop is a feudalistic fascism.

In a Fiat System Banks Must be Like Utilities

At the Sanford Bernstein conference several years ago Joseph Stiglitz spoke and said a good and healthy financial system is a small financial system.  I couldn’t agree more.  This is especially the case in a purely fiat money system.  Money is too important to allow greedy children in expensive suits on Wall Street and dangerous academics at the Fed to play around with.  I do not claim to know what the ideal money system is but I want to be very clear on this point.  If we have a fiat system like today the banks should be the most regulated industry on the planet and operate like utilities.  They are supposed to help the productive economy innovate and create wealth.  They are not supposed to be parasites that suck the lifeblood out of the real economy and compose 16% of the weight in the S&P500 (only technology is bigger at 17%).  Something is VERY, VERY wrong here.

I placed the quote at the top of the email to demonstrate just how entirely disconnected the corrupt elite class is in the United States is today from the average citizen.  Many historians assert that Marie Antoinette never said “let them eat cake,” but surely she made comments similar to those at the top of this email from the Bloomberg article.  What is happening now is nothing new.  It has happened over and over again for millennium.  The elites of every era always think they will stay in control no matter what.  They will be wrong once again.

Watching the circus from Colorado,
Mike

10 Exciting European Startups from 2010

Europe’s had a bumper year for interesting startup ideas. The Next Web’s Hermione Way and I put our heads together to come up with this list of ten small tech companies from across the continent that have excited us in 2010.

Brainient

London-based Brainient makes it easy to add interactive elements to existing web video. A ‘Magic Script’ lets publishers add a few lines of code into a website’s Body HTML, enabling pre-roll ads, overlays or any other type of Brainient layers on any embedded video in the page.

The company launched its developer tools at The Next Web Conference in April this year and announced the first of a fresh wave of commercial partnerships, allowing video site SeeSaw to transplant Hulu’s “Choose your own ads” format to the UK for the first time.

Tastebuds

If music be the food of love, the Tastebuds is on to a good thing. This Last.fm-powered dating site that we profiled earlier this year matches you with others who share your taste in music.

It’s a simple idea that the site carries off incredibly well and as a niche dating idea we love it. Music taste can often say a lot about a person’s outlook on life and if nothing else, it’s an excellent conversation starter. The service may be a little too reliant on Last.fm from a business point of view, but as a concept it’s beautifully realised.

Skimlinks

Affiliate links are a major revenue stream for some online publishers. Taking all the effort out of this type of marketing, Skimlinks gets rid of the long URLs that often put users off clicking links. The fact that the publisher is getting a cut from sales of the product they’re linking to is completely invisible, as a Skimlinks URL looks just like a normal non-affiliate link.

It’s a model that has won Skimlinks major worldwide publishing clients. This year the London-based startup launched Skimkit, a product that makes it easy for writers to add affiliate links to their articles, even suggesting items that might be suitable to link to.

Shutl

As satisfying as it is to conveniently order shopping online from home, the wait to get it delivered can sometimes make a trip to a bricks-and-mortar store seem like a better option. Shutl aims to improve on next-day delivery by offering products to your door as soon as 90 minutes after you place your order.

The service works by aggregating capacity across local courier companies into a single web-service that retailers can use to speed up deliveries. A GPS tracking facility in partnership with Bing Maps allows shoppers to track their deliveries in real-time via the Shutl website. The UK startup is currently trialling its service with certain Argos stores in the London area.

Paper.li

It was hard to ignore Swiss startup Paper.li this year. The “Twitter newspaper” startup saw rapid viral growth thanks to the automated tweets it sent out each time a user’s daily newspaper was published.

This annoyed some Twitter users, who found their reply stream filled with announcements that they featured in their followers’ Paper.li publications each day. Still, the service is still growing at a reported 1000 papers per day, with plans to expand beyond Twitter and Facebook and offer users the chance to make money from their newspapers in 2011.

Nuji

When we covered Nuji‘s launch earlier this month, we described it as “Instagram meets Instapaper” for shopping. This social network sees you sharing things you like, be they items in shops or objects you spot online, as a way of demonstrating your taste. A mobile app lets you scan barcodes while you’re out shopping, making adding items to your profile easy.

As it builds a network of tastemakers, Nuji plans to monetize by offering relevant shopping deals to users based on their interests.

Flattr

This Swedish startup from Pirate Bay founder Peter Sunde offers publishers an “online tipjar” that can easily monetize any Web page.

After adding money to their Flattr account, users click the ‘Flattr’ button on pages that they like around the Web. At the end of the month, the money in their account is divvied up to the publishers of the content the user ‘Flattr-ed’. Thus far the service’s most high profile signup has been Wikileaks, which added the button to its Afghanistan war logs page as a way of accepting donations. The service remains one of the few income sources that hasn’t been closed off to the controversial whistleblowing website in recent weeks.

Moshi Monsters

Moshi Monsters from London’s Mind Candy became an online phenomenon for children this year. Youngsters can adopt a pet monster, and solve puzzles to earn virtual currency that can be spent on items to help kit out their monsters’ world with food, furniture treats and the like.

The virtual world has seen real-world spinoffs galore. A deal with Penguin Books was followed by toys, mobile apps and video games in what is set to be a highly profitable year.

Stupeflix

France’s Stupeflix offers a browser-based online video suite and this year launched a service to automate the creation of videos, for example, in the online retail sector where a video of a pair of trainers created from a bunch of photos might be more appealing to potential customers than static photos.

Stupeflix also offers an API to automate the processing and generation of video content for third parties.

Screach

Screach aims to make all sorts of screens interactive by way of a mobile app and a highly customisable development platform. TV shows could use it to allow real-time interaction from viewers, bars could use it to run quiz events with instant on-phone rewards for winners and it’s already being used to enhance a museum exhibit in the UK.

At present there’s little to try out Screach’s mobile app on, but that should change next year when the UK start-up is set to announce commercial partnerships.

or if you aim big you can even advertise with Google Adwords and pay only if someone clicks your add:http://google.com/adwords4. Consider me your real business friend and start your first link exchange with my blog: ad my link to your blog or website and I shell do the same adding your link over here on  http://realbucksonline.blogspot.com/ Also consider that I will post a new method of making real bucks online every week so stay connected here via bookmark or RSS feed.
Ok: I am just a average guy like you, who aims to make a real buck on the net.
Now let*s face it: it is hard enough to put cents on cents in a few ptc sites and expect to earn a decent living by that. Plus that all this so called business to be payed to click it*s like rolling the dice: you*re never sure finally you get the money. So what*s the catch with this game?
The most important thing in it is to get referrals : directly or rented ones. And the second important thing is to relay on the most trusted and stable sites. This is like betting on the most probable winner with a Team of Betters behind you.
Now,the first rule in business is to MEAN it. Not necessarily to be mean but to be serious about it. So if you think to make a living online you must be serious, hard working and learn it every step of the way. By all means you will get to SUCCEED IN TIME. With the second important thing, related to paying and stable sites you can get help from average experience or custom search on the net for top paying sites on Google. The really heavy duty thing is to build a Team of Referrals. According to this, the most affordable approach is to rent them with the amount of money you already earned on a site. The difficult part is to convince a direct referral to join in your   downline and be active on every day. This is like direct-sales in the real world: 50% chances (or less) to make them buy something which is more a game than a business. The rest of 50% is advertising or make believe (super-fantasizing) that something is useful and generates a sort of monthly real income. This fantasies go from promises of other great deals to even promises of 10(ten!) dollars per click:) And believe me, there are sites which ”offer” more than that, even the moon from the sky, just to get you join their scam. There are two kind of experiences related to this ”make believes”: one is to be a realistic guy by nature and the second is to try things until they prove lies. foreclosure homes

Scores of HOMEOWNERS DO NOT CONTEST FORECLOSURES BECAUSE:

1. They don’t have knowledge of the law in order to recognize which aspects of foreclosure are legally challengeable or even fraudulent.

2. And even those who identify wrongdoing lack funds to pay for attorneys to represent them.

3. Homeowners are told to come to foreclosure auctions with $$$$$$$ that they do not have, SO THEY STAY AWAY from foreclosure auctions.

These homeowners are oblivious about sometimes “straw buyers” and sometimes lawyers in charge of foreclosures, obtain ILLEGAL ownership of people’s homes; and pay literally nothing through “credit bids;” and that those recorded deeds from such auctions are null! For these very reasons, there needs to be a probe of lawyers who file foreclosures. http://chn.ge/eU2zAm

Also, the average lay person doesn’t know about legal REQUIREMENTS of “standing” that prevents their homes from being repossessed via non-existent lenders or via lenders which have no ownership of promissory notes.

Yet, COURTS ARE SUPPOSED TO ENFORCE STANDING and compliance with established laws! Illegal, defective, fraudulent foreclosures are the cause of useless property deeds for real estate sales; title insurance companies refuse coverage on foreclosed properties –and more!

Further, after certain foreclosure auctions (via simulation) result in fraudulent – NOT LENDER ACQUISITIONS, by lawyers or straw buyers, the common scenario becomes property flipping, neighborhood blight, rodents, and so on!

*Sample of fraudulent foreclosure acts:

–Deliberately use defunct lenders, lenders without “standing” for false civil and bankruptcy foreclosure proceedings.

– Create and conceal malpractice foreclosure delays and engineer billable litigation.

– Orchestrate sham foreclosure auctions; property never acquired by lenders, but ‘straw buyers’

– Commit actionable wrongs (unfair debt collection, fraud, various torts) that create lawsuits

– Self-dealing foreclosures which certain lawyers themselves obtain foreclosed properties for flipping.

–Foreclosures naming defunct lenders, illegally recorded property deeds, flipping, blighted communities.

– Unconscionably create false deficiency judgments against property owners after straw buyers acquire homes for pennies on the dollar.

– Intentionally false BANKRUPTCY COURT “Motion to Lift” and “Proof of Claim” on behalf of non-existent lenders which conceals fact of “NON-SECURED” mortgage debt.

–Involved in fraudulent collection of property damage insurance, as well as mortgage-default insurance.

–Fraudulent foreclosures abet loss of property taxes to city revenue, rodents, vagrants

– Thousands of families made unlawfully homeless from null foreclosure proceedings.

Foreclosure lawyers are officers of the court. Lawyers are required to know applicable laws and civil procedure; this knowledge is not required from mortgage lenders, nor loan servicers. Lawyers are the ones who file those inadequate or questionable foreclosure which lead to useless property deeds and impediments to real estate sales; title insurance companies reluctance to cover foreclosed properties; mortgage default claims disputes due to defective foreclosures.

Only the banksters could get away with this:

TRUCKEE, Calif. — When Mimi Ash arrived at her mountain chalet here for a weekend ski trip, she discovered that someone had broken into the home and changed the locks....

The culprit, Ms. Ash soon learned, was not a burglar but her bank. According to a federal lawsuit filed in October by Ms. Ash, Bank of America had wrongfully foreclosed on her house and thrown out her belongings, without alerting Ms. Ash beforehand.

Ash was in the process of loan modification with Bank of America at the time. And they didn't just break in, they completely emptied the home, even taking "a wooden box, its top inscribed with the words 'Together Forever,' that contained the ashes of her late husband, Robert."

In Florida, contractors working for Chase Bank used a screwdriver to enter Debra Fischer’s house in Punta Gorda and helped themselves to a laptop, an iPod, a cordless drill, six bottles of wine and a frosty beer, left half-empty on the counter, according to assertions in a lawsuit filed in August. Ms. Fisher was facing foreclosure, but Chase had not yet obtained a court order, her lawyer says.

The break-in was discovered when a Canadian couple renting the house returned from the beach.

Turns out these and countless other Americans have become victims again. They're victims of the deficit peacocks.

WASHINGTON -- Despite mounting evidence of big banks committing serious fraud in the foreclosure process, the U.S. Senate eliminated $35 million in legal aid to homeowners trying to keep their homes.

The fund was wiped out in order to meet government spending caps advocated by Sens. Jeff Sessions (R-Ala.) and Claire McCaskill (D-Mo.), but will likely end up costing taxpayers much more in the long run, as wrongful foreclosures burn through the balance sheets of Fannie Mae and Freddie Mac. The slashing of the foreclosure-assistance fund is just one casualty of Washington's increasing bipartisan push to cut spending across the board....

Recent reports suggest severe, nationwide problems with the mortgage system. A survey of 96 attorneys found that banks started foreclosure proceedings on 2,500 borrowers who were negotiating a loan modification. The survey was conducted by the National Association of Consumer Advocates and the National Consumer Law Center.

There's no relief in sight from the administration, either. Treasury has refused to use any of the funds for the Wall Street bailout for homeowner legal aid. Much worse, the Federal Reserve is actually blocking new foreclosure regulations that would homeowners.

WASHINGTON -- Top policymakers at the Federal Reserve are fighting efforts to rein in widely reported bank abuses, sparking an inter-agency feud with the FDIC and the Treasury Department. The Fed, along with the more bank-friendly Office of the Comptroller of the Currency, is resisting moves to craft rules cracking down on banks that charge illegal fees and carry out improper foreclosures. The FDIC supports such rules, according to an FDIC official involved in the dispute.

The new regulations would rein in debt collection, loan modification and foreclosure proceedings at bank divisions called "mortgage servicers." Servicers have committed widespread fraud in the foreclosure process. While the recent robo-signing of fraudulent documents has received the most attention, consumer advocates have complained about improper fees and servicer mistakes that lead to foreclosure for years.

It's the banksters' world, and we're apparently to be considered lucky if we get to live in one of their houses, which is what they and the government consider them. It's hard to arrive at any other conclusion than dday does when it comes to the Fed, "They don’t want to stop the banks from breaking into your house." And your representatives in the Senate are fine with that.

personal finances help

Washington (CNN) - Republican Christine O'Donnell, who lost her Delaware Senate bid, is scoffing at reports the Justice Department and FBI have launched a criminal investigation into possible misuse of campaign funds, telling CNN Thursday she only learned of the apparent probe from media inquiries.

"I find it awfully suspicious, that if there is an investigation that the [Associated Press] was tipped off before we were tipped off or our lawyer or any other officials," O'Donnell said during an interview on American Morning. "And as we've looked into it, this is simply the same CREW complaint that is obviously politically motivated that's been circulating for the past couple of months."

Justice Department prosecutors and FBI agents have started the investigation, a source with knowledge of the probe confirmed to CNN. The source could not speak on the record because of the investigation is deemed sensitive. The source would not provide any further details and the FBI and Justice Department had no comment. News of the investigation was first reported by the Associated Press.

When O'Donnell ran in the Republican primary and in the general election campaign, she faced repeated questions about her finances, including the use of her home that doubled for a time as her campaign headquarters. She acknowledged using some campaign funds to help pay the rent but is adamant she did not nothing wrong.

"We rent a townhouse that we use for the campaign headquarters," O'Donnell told CNN Thursday. "And because of things like eggs being thrown at my home and my home being broken into and vandalized, I use that townhome as my legal residency, and I pay the campaign rent in order to do that. I give the campaign money to have that as my legal residency. Not the other way around. So these things are being taken out of context."

The former Delaware Senate candidate also attributed the rumors of impropriety to a disgruntled former campaign volunteer, David Keegan, who submitted an affidavit to watchdog group Citizens for Responsibility and Ethics (CREW) alleging misuse of campaign funds in a previous O'Donnell Senate bid.

"Dave Keegan was a volunteer in 2008 so how did he know about anything in 2009?" O'Donnell responded. "We let him go because he gave so many people on the campaign the creeps. Since then, he's become obsessed for whatever reason with putting the charges out there."

CREW subsequently filed complaints with the Federal Elections Commission and the U.S. Attorney's Office in Delaware regarding O'Donnell's finances, asking for investigations of her alleged use of campaign funds for personal expenses.

Justice Department spokeswoman Laura Sweeney acknowledged to CNN that the U.S. Attorney's office in Delaware had agreed to review the initial complaint filed by CREW. However, Sweeney declined to say whether federal prosecutors and FBI agents had gone beyond the initial review.

In a statement issued Wednesday, O'Donnell also suggested the investigation was the work of Vice President Joe Biden, the former longtime senator from Delaware.

"Given that the King of the Delaware Political Establishment just so happens to be the Vice President of the most liberal Presidential administration in U.S. history, it is no surprise that misuse and abuse of the FBI would not be off the table," she said.

A spokesman for Biden's office had no comment on O'Donnell's allegation.

O'Donnell, who shocked Republicans with her surprise primary victory over Rep. Mike Castle last fall, also told CNN the investigation is evidence of the political establishment's ongoing vendetta against her.

"Keep in mind, that we upset the Delaware political establishment," she said. "And we beat their so-called untouchable incumbent. There's a vendetta to stop this movement in its tracks because if the citizen politicians continue to rise up and put the career politicians on notice, we are going to continue to put the political establishment on notice."

We are mere days away from 2011, and still happily ensconced in the holiday madness of 2010. This jolly season, which usually kicks off at Halloween, is a fast-moving fog of candy, cookies, cards and frenzy at the malls. It is also hopefully full of joy, laughter and quality time with family.

After the season’s last hurrah on New Year’s, what emerges is a renewed sense of spirit for the coming year –- and sometimes a desire to undo everything that has just been done. This is precisely why most people hit the ground running on January 1 with a resolve to lose weight, get in shape, walk the dog more, and so on.

The following roundup contains apps that can serve as trusty sidekicks to help you keep those resolutions you swear you’ll actually follow through on this year. In addition to personal health, other common resolutions include managing finances more efficiently, quitting smoking, finding a better job and finding love. There are obviously many more apps out there for each category, but I’ve hand-picked twelve to help you get 2011 off to a good start. Happy New Year!

Cost: FREE

Love Survival Kit/>

If you need help in the love department and are looking for advice on what to do in certain situations, wikiHow’s Love Survival Kit is a good resource to have. There is plenty of information and dating advice for categories like “Awkward Situations” (ex. Escape Cuddling in Bed); “Breaking Up” (ex. Keep a Friendship After a Breakup) or “Relationship Skills” (ex. Stop Being Needy). Some of articles can be more funny than useful, but then again, sometimes with dating, people need all the help they can get.

Fulfilling their constitutional power to “determine the Rules of its Proceedings,” this Wednesday, January 5, 2010, the newly assembled House of Representatives will adopt the Rules of the House for the 112th Congress. Speaker-designate John Boehner has proposed a series of changes to the House rules designed to make the House more transparent and help eliminate unnecessary Federal spending. The Top Five New Rules include:

  1. The new rules require a member of the House who wishes to introduce a bill to submit for publication in the Congressional Record a statement of what powers the Constitution grants to Congress to enact that bill. For bills that come over to the House from the Senate, the chairman of the House committee of jurisdiction will submit such a statement. The provision will assist Members of the House in making sure that they carry out the oath every one of them takes to support and defend the Constitution.

  2. The new rules contain a “Cut-As-You-Go” provision that prohibits House consideration of a bill that has the net effect of increasing mandatory spending within the one-year, five-year, and ten-year budget windows. If a bill increases mandatory spending by an amount, the bill must elsewhere cut other spending by at least the same amount. The new rules also eliminate special protection for transportation spending.

  3. The new rules expand requirements that legislation be available in advance before the House or its committees act on it. The chair of a committee must make the text of a measure being marked up publicly available at least one day before a committee markup meeting and a bill must be publicly available at least three days before the House votes on it. The requirement for advance availability prior to votes ensures that Members of the House and the public have an opportunity to read the legislation before the House or its committees vote on the legislation.

  4. The new rules make more information about House proceedings available to the public, and in readily accessible electronic form. For example, the chair of a committee must make the texts of any amendment to a bill adopted at a committee markup available within 24 hours. Each committee must provide audio and video coverage or recordings of committee hearings, to the maximum extent practicable (excluding, for example, hearings involving national security secrets).

  5. The new rules eliminate the vote-avoidance mechanism by which the House was automatically deemed to have approved a bill to increase the Federal debt, whenever the Congress adopted a budget resolution for spending that would have exceeded the existing debt limit, without House Members actually having to vote on whether to raise the debt limit. Now, if House Members want to consider whether to allow the Government to borrow more money, they will have to vote for or against it and not avoid the issue.

On November 3, 2010, immediately following the national elections, The Heritage Foundation issued “The Checklist” of actions of overriding importance, representing the bare minimum required for Washington to fulfill its electoral mandate, meet its constitutional responsibilities, and get America started on the right track. Among other things, the Checklist called on Congress to get control of Government by reestablishing legislative accountability. In particular, the Foundation called for Congress to change its rules to make the text of legislation public at least three days before Congress considers the legislation. The above rules meet, for the House, that bare minimum requirement … and more.

Adoption, by the House, of these new rules proposed by the new conservative leadership is a good first step, but the test of success for the rules will be whether the House follows and enforces them. If the House avoids the temptation to waive the new restrictions from time to time for political convenience, the new rules will reflect a House more committed to conservative principles.
